Darryl Culley, EMCA


Darryl has over 35 years of emergency services, disaster preparedness and health care administration experience. He has worked with over 100 organizations worldwide reviewing / enhancing operational performance, developing emergency plans, providing training and conducting table top and functional exercises.


Darryl has established a highly regarded reputation in consulting services earned through hard work and by having successfully completed consulting assignments for numerous clientele. Darryl is also a keynote speaker and certified as a strategic interventionist.

Mike Andrews, CEM

Emergency Management Expert

After serving 7 years with Emergency Management BC as a Regional Manager, Mike is now the Deputy Director for the tri-municipal North Shore Emergency Management Office. He is also a Certified Emergency Manager.


In the course of his tenure with EMBC, he served in an array of leadership capacities, including Director of Provincial Regional Emergency Operations Centres (PREOCs) in all regions of BC in emergency activations responding to the spectrum of emergency incidents experienced in British Columbia and with the 2010 Olympic Games.


Mike has participated in numerous large-scale disaster exercises including playing the role of Provincial Regional EOC Director for exercises such as Transguard Transit Security Ex, PTEx08 Provincial Coordination, and Exercise Silver (Olympics).


Mark Podgers, MDEM

Emergency Management / Business Continuity Expert

Mark has been involved in emergency services for over 20 years. He has his Master’s Degree in Disaster and Emergency Management from Royal Roads University and a Certificate in Emergency Management from George Brown College. Mark is the Community Emergency Management Coordinator for the County of Frontenac. He has been a firefighter with the Township of South Frontenac and is an EMS Operations Superintendent for the County of Frontenac.


Mark has extensive experience in the development of HIRAs (Hazard Identification and Risk Analysis), Emergency Response Plans, as well as developing, delivering and evaluating training programs.

Lyle Quan, CMM III, BAppBus: ES

Senior Fire Services Consultant

Lyle has more than 35 years of emergency services leadership experience. Lyle is a career firefighter, and recently retired as the Commissioner of Community Services / Fire Chief for the City of Waterloo.


Lyle is an instructor at Dalhousie University in the Fire Service Leadership & Administration Program and Lakeland College in the Bachelor’s Degree of Applied Business: Emergency Services program. He is also an associate instructor for Emergency Management Ontario and the lead instructor of the Officers program at the Ontario Fire College.

Sherry Wright, ABCP

Business Continuity / Disaster Recovery Expert

Sherry Wright is a Business Continuity / Disaster Recovery Professional with a strong academic background in the areas of Strategy Planning and Testing. Sherry is a former Community Emergency Management Coordinator (CEMC) for the City of Hamilton Emergency Measures Department.


Sherry is a graduate from the Emergency Management program at British Columbia’s Justice Institute. She has also earned the Associate Business Continuity Professional (ABCP) accreditation from the Disaster Recovery Institute of Canada and has taken the Basic Emergency Management (BEM) course in Ontario. 


Sherry has gained knowledge and understanding of emergency management, business continuity methodologies and the processes used in performing risk analysis, planning, response and recovery procedures as well as exercise development and plan testing. Her strong interpersonal skills prove beneficial in developing rapport with project teams, stakeholders, clients and the community.

Aaron Lighter, MDEM

Emergency Management / Business Continuity Expert

Aaron has his Masters of Disaster and Emergency Management from York University where he spent a year as a Graduate Research and Teaching Assistant, Program Manager/Team Leader: Database and Intelligence Initiative Faculty of Disaster and Emergency Management. Aaron has worked with the Ministry of Economic Development and Innovation, Ontario Public Service as a Business Continuity Analyst and Emergency Management Assistant. He is also an Emergency Management Volunteer for the Canadian Red Cross.


During his studies at York University, Aaron constructed a fully comprehensive methodology to assess risk for a variety of natural disasters. He studied critical infrastructure protection particularly the effects of ice storms on the electrical grid and evaluated Canada’s counter terrorism strategy specifically related to terrorist recruitment campaigns. Additionally, he achieved an average in the top 5% of the faculty and was recognized on the Dean’s Academic List.

Wieslawa Stepkowska, BA

Business Continuity / Health Care Expert

Wieslawa has thirty years of experience as a health care executive in acute care, long term care and the private sector.  


Safety, Quality & Risk Management, and Incident Management Systems are her passion. She was a catalyst in the development of the Emergency Management System at Villa Colombo Homes for the Aged Inc. and its effective implementation.


She is an acknowledged leader and team player possessing and utilizing exceptional interpersonal and management skills in collaborating with individuals and groups at all levels. She has been sought out for her change agent skills, her ability as a motivator, a facilitator, and a mentor who brings out the best in people and accomplishes results.


Wieslawa holds a Bachelor of Science degree, is a Registered Dietitian, is a certified Administrator (OANHSS), and is a member of the Canadian College of Health Services.

Richard Bochenek, CEM

Emergency Management Expert

With over 25 years of experience in Emergency Management, Richard currently serves as an instructor at George Brown College, School of Emergency Management, and is an Emergency Management Operations Coordinator for Public Health Ontario.


In his role for Public Health Ontario, Richard leads a multi-disciplinary team that has developed the Public Health Emergency Preparedness Plan: an IMS-based workshop.


Richard has also collaborated in the public health response to a number of real-world events, which most recently include: 


  • 2014/15 EVD-68, and Ebola virus disease providing techinical support to the IMS Teams responsible for development of scientific guidance

  • 2013 July floods conducting risk assessments and making recommendations for a total of 21 mitigation and contingency plans protecting laboratory operations throughout a series of cascading impacts secondary to the loss of stable power supply - this ensured that the PHO labs remained fully operational over this six-week period

Lisa Shallow, BRec

Emergency Management / Business Continuity Expert

Les has received certificates in Fire Service Leadership and Fire Service Administration through Dalhousie University, as well as the Bachelor of Applied Business: Emergency Services through Lakeland College. Being an avid life long learner, Les has numerous courses through Western Oregon State College, Saskatchewan Institute of Applied Science & Technology, and Athabasca University.


Les has been a speaker at numerous conferences across Canada and is a regular contributor to Fire Chief in Canada and Fire Fighting in Canada. In addition to writing trade articles for various magazines on leadership, succession planning, team building, etc., he facilitates for Dalhousie University, Lakeland College and chairs the Canadian Association of the Chief Fire Officer Designation Council.



Our Administrative Team

Lisa specializes in continuity and emergency planning for health care organizations. As the first professional in Canada to hold the new Certified Healthcare Continuity Professional from DRI Canada in addition to holding the ABCP certification, she brings to the table in-depth continuity planning expertise along with over 18 years health care experience in primary, secondary and tertiary care environments. 

Lisa has worked in various settings in health care since 1997, and has also developed and delivered health related curriculum the College of the North Atlantic, Memorial University of Newfoundland and McMaster University.  


Lisa holds both an undergraduate and master’s degree in the health sciences, and is currently a PhD candidate in Medicine at Memorial University.

In enhancing productivity, the team not only assists in the crucial organization of the firm with optimal management strategies, but keeps track of upcoming and ongoing projects, consultation appointments, training programs, correspondence, scheduling activities, production of proposals and reports, and so much more.
